National energy regulatory council (NERC) approved transmission system operator (TSO) methodology regarding suspension and restoration of market activities and settlement rules in case of suspension of market activities.
Document approved by NERC foresees:
- Criteria and procedures of temporary suspension of market activities TSO and balancing responsible parties shall follow,
- Criteria and procedures of restoration of market activities TSO and balancing responsible parties shall follow,
- Criteria and procedures of communication procedures of temporary suspension or restoration of market activities responsible parties participating in the suspended market activities shall follow,
- Rules for imbalance settlement, settlement of balancing capacity and balancing energy for imbalance settlement periods during which the market activities were suspended.
Methodology foresees to suspend activities such as the provision of cross zonal capacity for capacity allocation and obligation for balancing responsible parties to provide schedules of balancing. Market activities would be suspended only in that case, when it is a necessary to ensure a reliable and secure energy supply.
It is important to mention that suspension of market activities is activated only when criteria mentioned in the methodology are fulfilled and the power system is at emergency, a black out or restoration state.
This methodology harmonizes requirements with other EU states concerning technical and organisational measures in order to prevent the propagation or deterioration of an incident in the national system and to avoid the spread of the disturbance and blackout state to other systems.
The TSO is obligated to implement the measures no later than 12 months from the date of approval.
