According to the NERC decision, this means that other electricity market
participants that provide balancing services in electricity trading on a daily
basis will also have a longer period in which to prepare for compliance with
these requirements.
Such a decision was taken by NERC at the same time on the basis of a
decision taken by the regulatory authorities of the three Baltic
States. On 1 December this year, all three regulatory authorities of the
Baltic States, assessing the situation, as well as the additional arguments
provided by the Lithuanian transmission operator, agreed on a derogation for
such compliance until 31 December 2024. Given the situation where the
implementation of unbalanced settlement requires the adaptation of appropriate
information technology systems and market products, market players have been
given a gradual deadline for the implementation of these requirements until the
Baltic States are fully integrated with the common European electricity
network.
On April 3 of this year, LITGRID AB applied to the Baltic transmission
system operator for a derogation from the requirements. Market
participants are invited to get acquainted with the decision on the NERC website.
