On the proposal on Terms, Conditions and Methodology on Cross-Zonal Capacity Calculation, Provision and Allocation with Russia


On 7th September 2020 National Energy Regulatory Council of Lithuania received proposal on “Terms, Conditions and Methodology on Cross-Zonal Capacity Calculation, Provision and Allocation with Russia” (hereinafter – Lithuania Methodology) from Lithuanian transmission system operator (hereinafter – TSOs) AB Litgrid and on 7th September 2020 Estonian Competition Authority and Public Utilities Commission of Latvia received proposal on “Terms, Conditions and Methodology on Cross-Zonal Capacity Calculation, Provision and Allocation with Russia” (hereinafter – Latvia and Estonia Methodology) from Latvian and Estonian TSOs “Augstsprieguma Tīkls“ and Elering AS.

Baltic TSOs informed about not reaching the common agreement on point 13.1.3 of Lithuania Methodology, as AB Litgrid and AS “Augstsprieguma Tīkls“, Elering AS had divergent views on this point, therefore this point was not added to the Latvia and Estonia Methodology. AB Litgrid opinion is, that Baltic Council of Ministers (hereinafter – BCM) mandate reached on 31st August 2020 can be fully implemented only together with effective System of certificates, while AS “Augstsprieguma Tīkls“, Elering AS positions is that BCM mandate for the TSOs of the three Baltic States to define and agree the common system of certificates of origin in the Baltic countries is not in the scope of the Latvia and Estonia Methodology.

Baltic national regulatory authorities (hereinafter – NRAs) recognize that the common methodology should be applied to calculate cross-zonal capacities with the Russia and Russia Kaliningrad area in order to ensure overall electricity market functionality. For that reason, Baltic NRAs encourage Baltic TSOs to fully cooperate and coordinate among Baltic TSOs in order to develop a common Baltic TSOs proposal on “Terms, Conditions and Methodology on Cross-Zonal Capacity Calculation, Provision and Allocation with Russia” for all Baltic TSOs (hereinafter – Baltic TSOs Methodology).

Nevertheless, Baltic TSOs Methodology should be consulted or at least the information on the methodology should be published for market participants information prior its submission for approval following national legal requirement. It is crucial that market will be informed reasonable time in advance of the planned changes. Therefore, NRAs ask TSOs to to evaluate received contributions and feedback from stakeholder and market participants.

Taking into consideration that trading capacity calculation rules with 3rd countries described in current methodology as of December 13th 2018 will be valid till Belorussian nuclear power plant becomes operational, The Baltic NRAs  encourage the Baltic TSOs as soon as possible to define and agree on the common Baltic TSOs Methodology, preferably no later than 18 September 2020. Taken into account the time factor regarding Belorussian nuclear power plant becoming operational, it is preferable that the time of public consultation or giving the information to market participants is not more than two weeks. NRAs hope to receive the common methodology from Baltic TSOs no later than 9 October 2020, preferably earlier.
