Approval of Methodology For Redispatching and Countertrading Cost Sharing


On 27 of June, 2019 in accordance with Article 74(1) of the Commission Regulation 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management National Energy Regulatory Council approved the All Baltic Capacity Calculation Region TSOs' common methodology for redispatching and countertrading cost sharing (Methodology). The Methodology was prepared by the transmission system operators of the Baltic Capacity Calculation Region (Baltic CCR) - Estonia, Latvia, Sweden, Poland and Finland.

The approved Methodology aims to ensure a fair distribution of costs and benefits between the TSOs involved and facilitate adherence to the general principles of congestion management and comply with the principles of transparency and non-discrimination.

The Methodology complements Capacity Calculation Methodology of Baltic CCR and Common methodology for coordinated redispatching and countertrading in promoting effective competition (by relieving congestions) in the generation and supply of electricity, ensuring optimal use of the transmission infrastructure by effective use and coordination of redispatching and countertrading resources between TSOs contributing to the efficient electricity transmission system and electricity market within the EU.
