Regarding public consultation on Tariff methodology and indicative 2026-2028 tariffs of Lithuanian TSO – implementation of the network code on harmonised transmission tariff structures for gas
National Energy Regulatory Council (hereinafter – Council) has published a document for the public consultation on the methodology for determining the tariffs of services provided by the Lithuanian natural gas transmission system operator AB „Amber Grid“ (hereinafter – LT TSO), fulfilling the requirements of the Regulation (EU) 2017/460, of 16 March 2017, establishing a network code on harmonized transmission tariff structures for gas (hereinafter – TAR NC), i.e. rules on the application of a reference price methodology (hereinafter – RPM), publication and consultation requirements.
The structure of this public consultation reflects the structure of the public consultation requirements established in Article 26 and 28 of the TAR NC. The consultation covers only a methodological approach for 2026–2028.
This consultation contains an examination of several aspects of the tariff structure as detailed below.
The periodic consultation defined in Art. 26 of TAR NC is to be carried out at least every five years, and in accordance with this article this paper contains the following:
· A description of the proposed reference price methodology (RPM), which includes both information on the components of the RPM and a justification of those components,
· A comparison of the indicative reference prices as calculated by the proposed RPM and the indicative reference prices calculated using the capacity-weighted distance (CWD) counterfactual,
· Discount for Liquefied Natural Gas (LNG) and other discounts possible under TAR NC,
· Results, components and the details of these components for the cost allocation assessments,
· An assessment of the proposed RPM against the criteria set out in Art. 7 of TAR NC,
· Some indicative information on the allowed revenue of the Transmission System Operator (TSO),
· Indicative information on commodity-based transmission tariffs; and,
· Explanation of any change in the level of tariffs resulting from the changes proposed in this paper, for 2026-2028.
The tariff period consultation defined in Art. 28 is to be carried out in advance of every tariff period (i.e., gas year), in accordance with this article this paper contains the following:
· Examination of multipliers and seasonal factors,
· Examination of any interruptible discounts; and,
· Discounts (this is already covered above but it is also a requirement for consultation on an annual basis).

· The comparison of the indicative reference prices for 2026 based on proposed postage stamp methodology and on capacity weighted distance methodology.
The public consultation on the methodology for determining the tariffs of services provided by the LT TSO lasts until 14th of February 2025.
