DESCRIPTION OF ADMINISTRATIVE SERVICE PROVISION

OF THE NATIONAL ENERGY REGULATORY COUNCIL

 

LICENSING OF INDEPENDENT ELECTRICITY SUPPLY ACTIVITIES

The completed declaration, approved by the Resolution No O3E-6 by the National Commission for Energy Control and Prices "On Approval of Declaration Form for Independent Electricity Supply Activities" of 12 January 2018 shall be submitted the National Energy Regulatory Council (hereinafter – the Council)

Duration of the service provision

The administrative service is final.

Following the receipt of the documents the Council checks if these documents and information contained therein comply with conditions of permission issuing and if the applicant meets the established requirements. The right to engage in independent electricity supply activities is granted the next day after the submission of the declaration to the Council or from the day indicated in the declaration if this day is later than the next day after the submission of the declaration to the Council.

If the applicant submits inaccurate or incomplete information, within 5 days of the receipt of the declaration, the Council shall inform the applicant of the necessity to clarify the information.

The administrative service is provided free of charge.

Description of the service provision process

Provides the right to engage in independent electricity supply activities (independent supplier – a person supplying electricity to eligible customers and is duly authorized to carry out these activities).

A company wishing to obtain the permission shall submit a declaration in the established form to the Council. The right to engage in independent electricity supply activities is granted the next day after the submission of the declaration to the Council or from the day indicated in the declaration if this day is later than the next day after the submission of the declaration to the Council. The Council shall verify the information contained in the declaration no later than 5 working days after the date of acquisition of the right to engage in the independent electricity supply activity.

8.

Information and documents to be provided by the person

The applicant shall submit a declaration to the Council in an established form (form). The authorised representative of the applicant shall submit the power of attorney and identity document together with the declaration. In addition, documents confirming that the entity has not been under the procedures of bankruptcy, reorganisation and (or) liquidation.

9.

Appeal procedure against actions (inactions) of the service provider

The decisions of the Council shall be appealed in accordance with procedures and conditions laid down by the Law on Administrative Proceedings of the Republic of Lithuania.
