The certificate for the installation and/or operation of energy equipment shall confirm the economic entity's proper preparation for the installation and/or operation of energy equipment. The certificates are of the following types: 1. Installation of electrical equipment; 2. Installation of natural gas equipment; 3. Operation of electrical equipment; 4. Operation of heat equipment and turbines; 5. Operation of natural gas equipment; 6. Operation of liquefied petroleum gas equipment; 7. Operation of oil and petroleum products. An entity seeking to obtain a certificate, to change a certificate (to complement and/or clarify the data recorded in the certificate), to suspend the validity of the certificate, shall submit an application form, and relevant documents to the Council. The application with the documents may be submitted to the Council by post and/or via the Internet via the Electronic Government Gateway portal for administrative and public electronic services. Submission of documents and completion of the application may be done by a representative of the applicant and/or the economic entity, who has the right to represent him/her in accordance with the procedure established by law, by submitting a power of attorney and identity document or a copy thereof. When documents are submitted to the Council through the Electronic Services Portal, his/her identity is confirmed according to the data of the Center of Registers of residents of the Republic of Lithuania and/or according to the data of the Register of Legal Persons. The documents of the applicant and/or economic entity–legal person through the Electronic Services Portal might be also submitted by a represantative of the applicant and/or economic entity–legal person, who is authorized by the manger of the legal person through the Electronic Services Portal. Where documents are submitted to the Council through a portal other than the Electronic Services Portal, the entity must submit an application in the established form. Applications sent by e-mail, must be signed by a secure electronic signature created by a secure-signature-creation device and approved by the valid qualified certificate, or formed by electronic means, which allows to ensure the coherence and unchangeability of the text. The application must be made out in the official language or to be translated in the official language according to the procedure established by law, except cases when a foreign institution or international oganization applies in writing to the Council in accordance with international law. The specialist of the Division of the Territorial Council shall verify the entity's reported data and assess the entity in accordance with the submitted documents and/or performs the assessment on-the-spot, and within 15 calendar days shall draw up the conclusion in the established form on the entity's preparation to install and/or operate the energy equipment. On the basis of the conclusion, the decision is prepared in the established form on the issuing or changing of the certificate and its mandatory annex to install and/or operate the energy equipment. The certificate and its mandatory annex formed on the basis of the decision shall be signed by the Chairman of the Council. The certificates shall be issued for a period of five years. Issuance and modification of certificates (supplementation and/or revision of data entered in the certificate), the suspension of the validity of certificates, the revocation of the suspension shall be performed pursuant to the Resolution No 937 of the Government of the Republic of Lithuania "On Approval of the Description of Licensing Basics"; the validity shall be revoked by using the system created and administrated by the State Enterprise Center of Registers, established for the management of data and information on the licences issued to the economic entities on-the-spot. The certificate shall contain the information referred to in point 40 of the Rules of Certification. |
