Commission Tasks in the Heat Sector

In the middle of 2003 the Seimas (Lithuanian Parliament) passed the Law on Heat Sector, which defines more clearly the activities of the Commission with regard to the country’s heat sector regulation, and extends the functions as well as the power of the Commission is this regard.
The Commission is responsible for (1) approval of the heat and/or hot water pricing methodologies, (2) determination of the basic heat and/or hot water prices for the heat supplier selling not less than 10 GWh of heat energy per year, (3) for estimation of validity of investments and operating costs. The Commission shall also regulate depreciation rates of the long-term assets. Furthermore, the Commission is responsible for other functions assigned in establishing pricing principles for centralized district heat and hot water.
The Commission is assigned in pre-trial investigation (the preliminary extra judicial complaints investigation) of complaints, i.e. the Commission is tasked with the investigation of complaints concerning the activity , and the failure to act of energy companies in supplying, distributing, transmitting, and storing the electricity , the refusal to grant the right to use networks and systems, connection , application of prices and tariffs.
The Commission shall issue licences to DH utilities that annually supply a minimum of 10 GWh of heat; furthermore it shall be responsible for amendment, suspension and termination of licences and for the control observance of the terms of activity subject to licensing and investigate complaints about the violations of activity subject to licensing, analyze audit conclusions of the operating costs of the activity subject to licensing. |
